RBA may widen access to ESAs, to cater to tokenised assets

The Reserve Bank of Australia and the Potential of Tokenisation

The Reserve Bank of Australia (RBA) is taking an earnest interest in the future of tokenised asset classes, and is looking at expanding access to Exchange Settlement Accounts (ESAs) accordingly. As part of this exploration, the RBA is considering allowing stablecoin issuers to be eligible for ESAs. This is a significant move towards embracing the potential of tokenisation in Australia’s financial system.

Project Acacia: Exploring Tokenisation Opportunities

Brad Jones, the assistant governor, financial system at the RBA recently delivered an insightful speech on “The Next Era of Financial System Innovation”. The speech primarily aimed at providing an overview of the findings from Project Acacia, an experimental initiative by the RBA to examine the potential of tokenising assets and money to improve the functioning of Australia’s wholesale markets.

Project Acacia is a collaborative research undertaking involving the RBA, the Digital Finance Cooperative Research Centre (DFCRC), and the industry. The project seeks to ascertain whether tokenised forms of money and assets could enhance the operations of Australia’s wholesale asset markets. The Payments System Board and Council of Financial Regulators (CFR) have shown active involvement in this initiative, given the mounting global momentum towards tokenisation.

Tokenisation: A Future in Australia’s Financial System

The findings from Project Acacia indicate that tokenisation, when combined with infrastructure design and payment system upgrades, could reduce risk and unlock increased efficiency in Australia’s wholesale markets. The introduction of tokenised assets and money could potentially revolutionise the Australian financial system.

However, to realise the potential benefits of tokenisation in the coming years, it is imperative to address longstanding impediments to innovation in Australia’s financial system. The RBA is committed to reviewing its policies for entities that can access ESAs to support competition and innovation in payments.

Regulatory Framework for Stablecoin Issuers

The RBA plans to commence this review following the initial phase of the government’s payment service provider licensing reforms. In the interim, the RBA is engaging with other central banks to understand the competition and financial stability implications of allowing stablecoin issuers to hold funds in central bank deposits. It is worth noting that the regulatory framework for the licensing and prudential supervision of issuers of Australian dollar-denominated stablecoins is an essential part of the government’s approach to fostering responsible innovation in the Australian digital asset industry.

Future of Tokenisation in Australia’s Financial System

While it is challenging to predict the future of technological change in the financial system, some innovations will undoubtedly become mainstream, while others may not withstand scrutiny. The exact place for tokenisation in the future of Australia’s financial system remains uncertain. However, the RBA and the Payments System Board are committed to ensuring that Australia’s payments, monetary and financial infrastructure arrangements are suitable for the digital age. To this end, they are committed to working with the industry and fellow regulators to deepen their understanding of the issues presented by tokenised finance.

In conclusion, while the path of technological change is unpredictable, the RBA is taking strides to ensure that Australia’s financial infrastructure is prepared for the potential of tokenisation.
